Yerel yönetimler, halkın mahalli ve müşterek ihtiyaçlarını gidermenin yanı sıra, kentin her anlamda gelişimi açısından da önemli aktörlerden birisidir. Bu sebeple, yerel yönetimlerin aldıkları kararlar, sundukları hizmetler ve yaptıkları harcamalar kenti çeşitli alanlarda etkilemektedir. Bu alanlardan birisi de kentin üretim ve ticaret kapasitesidir. Yerel yönetimler, özellikle sundukları altyapı hizmetleriyle hem doğrudan hem de dolaylı bir şekilde kentin üretim ve ticaret kapasitesini etkilemektedirler. Bu çerçevede, Türkiye özelinde yerel yönetimlerin harcamaları ile kentlerin üretim ve ticaret endeksi arasında istatistiki açıdan ilişki bulup bulunmadığının sınanması bu araştırmanın amacını oluşturmuştur. Bu ilişkiyi tespit edebilmek için panel veri analizi yöntemi uygulanmış ve elde edilen bulgulara göre yerel yönetimlerin cari harcamaları ile kentin üretim ve ticaret endeksi arasında istatistiki açıdan anlamlı pozitif bir ilişkisinin olduğu; buna karşılık yatırım harcamaları ve transfer harcamalarıyla ise istatistiki açıdan anlamlı bir ilişkinin bulunmadığı tespit edilmiştir.
Local governments are also one of the important actors in terms of the development of the city in every sense in addition to meeting the local and common needs of the people, For this reason, the decisions taken by local governments, the services they offer and the expenditures they make affect the city in various areas. One of these areas is the production and trade capacity of the city. Local governments affect the production and trade capacity of the city both directly and indirectly, especially with the infrastructure services they provide. In this context, the purpose of this study is to test whether there is a statistical relationship between the expenditures of local governments in Turkey and the production and trade index of cities. In order to determine this relationship, panel data analysis method has been applied and according to the findings, it has been found that there is a statistically significant positive relationship between the current expenditures of local governments and the production and trade index of the city; On the other hand, it has been determined that there is no statistically significant relationship with investment expenditures and transfer expenditures.
