Acil Yardım ve afet çalışanlarından AFAD ve itfaiye ekiplerinin iş güvenliği önceliği ve kadercilik açısından iş güvenliği kültürlerinin değerlendirilmesi: Çanakkale İli Örneği

Özet

Gelişmekte olan ülkemizde farklı çeşit ve büyüklükte afet ve acil durumlar meydana gelmektedir. Konumu itibari ile de Türkiye pek çok afete tanık olmuştur ve riskli bölgede bulunmaktadır. Afet ve acil durumlarda en önemli rolleri İtfaiye ve AFAD çalışanları paylaşmaktadırlar. Bu çalışanların güvenliğinin sağlanmış olması daha güvenli ve bilinçli bir kurtarma sunmaktadır. Böylece, toplumun olağanüstü durumları en hızlı şekilde atlatması ve halkın refahının yeniden sağlanması hızlanmaktadır. Tehlike ve risklerin çok fazla olduğu arama ve kurtarma, yangın söndürme, eğitimler, kazalar vd. saha çalışmalarında görev yapan bu ekiplerin iş güvenliği (İG) kültürünün yüksek olması beklenmektedir. Bu çalışmanın amacı, Çanakkale ili merkezindeki İtfaiye ve AFAD ekiplerinde sahada görevli çalışanların İG kültürlerini İG önceliği ve kadercilik ölçekleriyle değerlendirmektir. Araştırma evreni Çanakkale ili merkezindeki İtfaiye ve AFAD kurumlarıdır. Çalışmanın örneklemi 46 İtfaiye ve 14 AFAD çalışanı olmak üzere toplam 60 saha çalışanından oluşmaktadır. İş güvenliği kültürü düzeylerini belirlemek üzere 2 ölçekli, Likert tipi, 55 maddelik bir anket hazırlanmış ve personellere yüz yüze uygulanmıştır. Anket verileri SPSS 22.0 istatistiksel paket programı kullanılarak çözümlenmiş ve analiz edilmiştir. İstatistiki analizlerde ölçeklerin güvenirlik analizleri yapılmış, İG önceliği ölçeğinin Cronbach Alpha katsayısı 0,775, kadercilik ölçeğinin Cronbach Alpha katsayısı 0,922 olarak hesaplanmıştır. Araştırmada, katılımcıların eğitim durumu, meslekteki çalışma yılı, çalıştıkları kurum türü, İG denetimlerini yeterli bulma ve İG eğitimi alma durumu gibi demografik değişkenlere bağlı olarak sahada görevli personellerin İG önceliği ve kadercilik algıları arasındaki ilişkiler analiz edilmiş ve değerlendirilmiştir. Yapılan istatistiki çözümlemeler sonucunda eğitim durumu, İG eğitimi alma durumu ile İG önceliği ve kadercilik algısı arasında anlamlı ilişkilerin olduğu tespit edilmiştir.

Different kinds and sizes of disasters and emergencies occur in our developing country. Turkey has witnessed many disasters with a nominal position and it is located in risky areas. Fire Department and, Disaster and Emergency (AFAD) employees share the most important roles in disasters and emergencies. Ensuring the safety of these employees offers a safer and more informed recovery. Thus, it is accelerated that the society can overcome the extraordinary situations in the fastest way and that the public welfare is restored. It is expected that these teams, who work in search and rescue, fire extinguishing, trainings, accidents, etc., where dangers and risks are high, will have a high occupational safety (OS) culture. The aim of this study is to evaluate the OS cultures of the employees working in the field of firefighters and AFAD teams in the center of Çanakkale with the priority of OS and fatalism. The research universe is the Fire Department and AFAD institutions in the Çanakkale province. The sample of the study consists of a total of 60 field employees, 46 Fire Department and 14 AFAD employees. In order to determine the occupational safety culture levels, a 2-scale, Likert-type, 55-item questionnaire was prepared and applied to the staff face to face. Survey data were analyzed using SPSS 22.0 statistical software. In statistical analysis, the reliability analyzes of the scales were made, and the Cronbach Alpha coefficient of the OS priority scale was calculated as 0.775 and the Cronbach Alpha coefficient of the fatalism scale as 0.922. In the research, the relationship between the participants' priorities and perception of fatalism were analyzed and evaluated based on demographic variables such as the educational status of the participants, the year of work in the profession, the type of institution they work in, the status of their OS audits sufficient and their OS training. As a result of the statistical analysis, it has been determined that there are significant relationships between the education level, the status of the education of the OS and the priority and the perception of fatalism.
