Bireylerin gelirini azaltan bir unsur olması nedeniyle mükelleflerin vergiye yaklaşımı genellikle olumsuzdur. Bu nedenle mükelleflerin vergiye
karşı tepkilerini en aza indirmek ve vergiye ilişkin
ödevlerini yerine getirme hususunda istekliliğini
artırmak, vergi idaresinin en önemli amaçları arasında yer almaktadır. Ancak mükelleflerin vergiye
bakış açısını veya davranışlarını etkileyen faktörlerin sayısı oldukça fazla olduğundan mükellefleri vergiye uyumlu hale getirmek suretiyle vergi
gelirlerini artırmak kolay değildir. Vergi uyumu
alanında çalışmalar yapan araştırmacılar tarafından göz ardı edilen ancak mükelleflerin vergiye
uyumu üzerinde etkili olma potansiyeli bulunan
faktörlerden biri de iklim koşullarıdır. Bu çalışmada iklim koşulları ile vergi uyumu arasında ilişki olup olmadığı araştırılmıştır. Türkiye’deki 81 ili
kapsayan ve 2006-2021 dönemine ait verilerin ele
alındığı çalışmada Panel Fourier Toda-Yamamoto
nedensellik testi kullanılmıştır. Analiz sonucunda
Türkiye’de vergi uyumu ile iklim koşulları arasında
nedensellik ilişkisinin bulunmadığı tespit edilmiştir.
Because of it is a factor that reduces the income of individuals, taxpayers’ approach to tax
is generally negative. For this reason, minimizing
the taxpayers’ reactions to taxes and increasing
their willingness to fulfill their tax-related duties are among the most important objectives of
the tax administration. However, since the number of factors affecting taxpayers’ perspective or
behavior is quite high, it is not easy to increase
tax revenues by making taxpayers comply with
taxes. Climatic conditions is one of the factors,
which is ignored by researchers working in the
field of tax compliance, but has a high potential to
have an impact on tax compliance. In this study,
it is investigated whether there is a relationship between climatic conditions and tax compliance.
Panel Fourier Toda-Yamamoto causality test was
used in the study covering 81 provinces in Turkey
and examining the data for the period 2006-2021.
As a result of the analysis, it has been determined
that there is no causal relationship between tax
compliance and climatic conditions in Turkey.
