Described as the "plague of the 21st century" by some scientists, the Covid-19 epidemic has taken its place in history as a global epidemic that affects human life in every aspect. Covid-19, which profoundly shook the functioning of the world (political, commercial, cultural etc.), also affected the functioning of institutional structures to the same extent. Municipal governments also give a serious test in the fight against the epidemic, as they are institutions that provide basic services at the local scale. In the fight against Covid-19, which continues its impact, the duties and authorities of the municipalities and their activities are at the focus of the study. Istanbul Metropolitan Municipality constitutes the sample of the study. The study aims to evaluate by comparing the activities, duties, and responsibilities of Istanbul Metropolitan Municipality during the fight against the epidemic. The reports of international organizations, the annual reports of Istanbul Metropolitan Municipality, the news in the national and local press are the sources used to obtain the data of the research. As a result of the research, it was found that Istanbul Metropolitan Municipality provides extra services other than the services performed in normal periods, such as social assistance, disinfection processes, and mask production, within the scope of fighting the epidemic. However, it can be said that a governance-oriented process involving the central administration and other stakeholders is weak.
