Covid-19 Salgınının Oy Verme Hakkına Ve Seçim Sonuçlarına Muhtemel Etkisinin Değerlendirilmesi

Özet

2019 yılının sonunda Çin’in Wuhan kentinde ortaya çıkan ve küresel bir duruma dönüşen Covid-19 salgını, başta halk sağlığı olmak üzere ekonomi, eğitim, turizm gibi birçok alanda farklı etkilere sebep olmuştur. Covid-19 virüsü insanlar arasında temas ve solunum yoluyla bulaşması sebebiyle, seçmenlerin oy vermelerine ilişkin hukuki ve fiili durumlar üzerinde salgının bir takım sonuçları olmuştur. 2019 yılında gerçekleşen mahalli idare seçimlerindeki seçmen sayıları, seçim sonuçları ile 2021 yılı Nisan ayı Covid-19 pozitif vakalar ile yakın temaslılarına ilişkin sayısal veriler harmanlandığında salgın sebebiyle karantina altında olabilecek seçmen sayısının Çanakkale ilinin on iki ilçesinin dördünde belediye başkanlığı seçim sonuçları üzerinde etki edebilecek nitelikte olduğu gözlemlenmiştir. Bu çerçevede salgın döneminde seçim günü karantinada olacak seçmenlerin seçmen kütüğüne işlenmesi sağlayacak tedbirlerin alınması, karantina altında olacak seçmenlerin diğer seçmenlerden ayrı yerlerde (salgın hastaneleri vb.) oy kullanması için hazırlıkların yapılması önerilmektedir. 

The Covid-19 outbreak, which emerged in Wuhan, China at the end of 2019 and turned into a global situation, caused different effects in many areas such as economy, education and tourism, especially public health. Due to the transmission of the Covid-19 virus through contact and breathing between people, the outbreak has had a number of consequences on the actual and legal situations of voting. Evaluation of the number of voters in the local government elections held in 2019, the results of the elections, and the numerical data regarding the Covid-19 positive cases of April 2021 and their close contacts, showed that the number of voters who could be under quarantine due to the outbreak could affect the election results in four of the twelve districts of Çanakkale province. In this context, it is recommended to take measures to ensure that the voters who will be in quarantine on the election day are included in the voter registers, and that preparations are made for the voters to vote in separate places (epidemic hospitals, etc.) who will be under quarantine.
