1980’li yıllardan itibaren serbest piyasa hükümleri yürürlüğe girmiş bu
doğrultuda faiz, dış ticaret, sermaye hareketlilikleri serbestleştirilerek
ülkenin mevcut küresel ekonomik sisteme entegrasyonu amaçlanmıştır.
Küresel ticarete entegrasyon ve ülkeler arası sermaye akımlarının serbest
dolaşımı ekonomide kırılganlığı arttırmıştır. Makroekonomik istikrarın
sağlanması ve ekonomik büyümenin sağlıklı gerçekleştirilmesi adına cari
işlemler açığı olgusu önem kazanmıştır. Hemen hemen aynı dönemlerde
Amerika Birleşik Devletleri önde gelmek üzere sanayileşmiş ve gelişme
göstermekte olan tüm ülkelerde bir diğer makroekonomik sorun olarak bütçe
açığı olgusu baş göstermiştir. Yüksek oranlarda seyreden bütçe açıklarının
ödemeler dengesi üzerinde etkisi iktisat literatürünün temel araştırma
konularına konu olmuştur. Bunlardan en bilineni cari açık ve bütçe açığı
arasında bir ilişkinin varlığını öngören ikiz açıklar hipotezidir. Bir diğer
bilinen hipotez Ricardocu Denklik hipotezidir ki bu hipotez aralarında
etkileşim olmadığını öngörmektedir. Ülke ekonomileri açısından her iki
açığın etkileşiminin varlığı ve yönünün bilinmesi uygulanacak
makroekonomik politikaların başarısına katkı sağlamaktadır. Bu makalede,
2006:1-2019:4 dönemine ilişkin veriler kullanılarak Türkiye’de bütçe açığı ve
cari işlemler açığı arasındaki ilişkinin durumu araştırılmaktadır. Bilimsel
literatürde ikiz açık hipotezi olarak da adlandırılan bu kavramın
araştırılmasında yöntem olarak ARDL sınır testi yaklaşımı kullanılmıştır.
Çalışmanın veri setinde yer alan cari açık bağımlı değişken olarak; bütçe
açığı, yatırımlardaki değişim, reel efektif döviz kuru ve kredi açıkları
değişkenleri ise bağımsız değişken olarak yer almaktadır. Sınır testi
yardımıyla değişkenler arasında kısa ve uzun dönem anlamlı ilişkilerin var
olup olmadığı araştırılmaktadır. Çalışmanın bulguları, uzun ve kısa
dönemde bütçe açığı ve cari işlemler açığı arasında anlamlı bir ilişkinin
olmadığını göstermektedir. Bu haliyle bulgular, hem uzun hem kısa dönem
için geçerli olmak üzere ikiz açık hipotezinin savunucuları olan Keynesyen
yaklaşımı reddederken ikiz açık hipotezini reddeden Ricardocu denklik hipotezinin geçerli olduğunu göstermektedir. Çalışmanın ilgili bölümlerinde
konu ile ilgili literatüre, çalışma sonucunda elde edilen diğer bulgulara ve
politika önerilerine yer verilmiştir.
Since 1980, free market provisions have been implemented, thus liberalizing
interest, foreign trade, capital movements and integration of the country into
the current global economic system. Integration into global trade and free
circulation of inter-country capital flows has increased vulnerability in the
economy. In order to ensure macroeconomic stability and to ensure healthy
economic growth, the current account deficit has become important. In
almost the same period, the United States has been industrialized and
developing in all the countries, with another macroeconomic problem, the
phenomenon of budget deficit. The impact of high-percentage budget deficits
on the balance of payments has been the subject of the basic research issues of
economics literature. The most common of these are twin deficits that
envision a relationship between current open and budget deficit. Another
known hypothesis is the Ricardian Equivalence hypothesis, which predicts
no interaction between them. Another known hypothesis is the Ricardian

terms of country economies, the presence and direction of interaction of both
deficits contribute to the success of macroeconomic policies to be
implemented. This article examines the status of the relationship between the
budget deficit and the current account deficit in Turkey using data for the
period 2006:1-2019:4. In scientific literature, the ARDL boundary test
approach was used as a method to study this concept, also called twin deficit
hypothesis. As the dependent variable of the current account deficit in the
data set of the study; The variables of budget deficit, change in investments,
real effective exchange rate and credit deficits are included as independent
variables. It is investigated whether short and long-term meaningful
relationships exist between variables with the help of boundary testing. The
findings of the study show that there is no meaningful relationship between
the budget deficit and the current account deficit over a long and short
period. As such, the findings show that the Ricardian equivalence hypothesis,
which rejects the twin deficit hypothesis, is valid, while rejecting the
Keynesian approach, which is the defenders of the twin deficit hypothesis,
valid for both the long and short term. The relevant sections of the study
include literature on the subject, other findings from the study, and policy
recommendations.
