Since ancient times, siyasetnames are books of advice offered to rulers and statesmen by the intellectuals of the period, who have witnessed the deterioration and corruption in the state administration. From this perspective, it can be said that such works reflect the economic, fiscal, political and social structure of the period in which they were written.

In this study, some examples of siyasetname were examined which written during the stagnation and regression period of the Ottoman Empire. In this context, the determinations of the authors regarding the current situation of the state treasury has been revealed. When evaluated in general, it is seen that the most emphasized issue regarding the state treasury in the examples of the siyasetname is the imbalance between the government expenditures and revenues. In addition, the mistreatment of the public by the tax collectors, the decrease in the treasury revenues due to tax exemption, the increase in government expenditures due to the excess number of salaried soldiers, the inability to pay the debts received in the past, and the prevalence of bribery in the state administration are among the other issues discussed. In addition, it is frequently emphasized that the head of the fiscal department responsible for the state treasury should be fair, honest, knowledgeable, experienced and religious people.
