Cari transfer harcamaları merkezi yönetim
bütçesi içerisinde önemli paya sahip harcama
türlerinden biridir. Bu sebeple, cari transfer harcamalarının makroekonomik etkilerinin araştırılması ve bu etkilerin politika oluşturulması
sürecinde göz önünde bulundurulması önem
arz etmektedir. Buradan hareketle çalışmada,
Türkiye’de maliye politikası açısından da oldukça
önemli olan cari transfer harcamalarının, günümüzde tüm dünyanın uğraştığı ekonomik sorunların başında gelen enflasyon üzerindeki etkisi
araştırılmıştır. Bahsedilen değişkenlerin zaman
içerisinde birçok yapısal değişiklik içermesi nedeniyle Fourier yaklaşımının dahil edildiği ve
optimum frekansın kesirli olmasına izin veren
ARDL sınır testi kullanılmıştır. 1990-2021 dönemine ait yıllık verilerin kullanıldığı çalışmada, bütçe içerisinde önemli paya sahip olan cari transfer
harcamaları ile enflasyon serilerinin eşbütünleşik olmadıkları, başka bir deyişle bahsedilen
değişkenler arasında eşbütünleşme ilişkisinin
bulunmadığı sonucuna ulaşılmıştır.
Current transfer expenditures are one of the
expenditure types that have a significant share in
the central government budget. For this reason,
it is important to investigate the macroeconomic
effects of current transfer expenditures and
to consider these effects in the policy making
process. From this point of view, in this study,
the effect of current transfer expenditures on
inflation, which is one of the macroeconomic
tools in Turkey, has been investigated. Due to the
fact that the mentioned variables contain many
structural changes over time, the ARDL bound
test was used, in which the Fourier approach was
included and which allowed the optimal frequency
to be fractional. In the study, in which the annual
data of the period 1990-2021 were used, it was concluded that the current transfer expenditures,
which have a significant share in the budget, and
the inflation series are not cointegrated, in other
words, there is no cointegration relationship
between the mentioned variables.
