Cultural heritage is defined as the entirety of tangible and intangible values that reflect the identity of societies, form their collective memory, and evoke a sense of belonging. The preservation of cultural heritage is not limited to maintaining physical integrity; it is also a process supported by the development of social awareness and the assurance of sustainability. Today, in addition to the efforts of central governments, the support of local administrations plays a crucial role in protecting cultural values. In this context, it is important for municipalities, which stand out among local administrations with their population and areas of activity, to take an active role in the preservation of cultural heritage. Municipalities are administrative units that play an active role in urban planning, conservation practices, restoration efforts, and the creation of public awareness. The aim of this study is to evaluate the activities of the Metropolitan Municipality in the protection of cultural heritage in the province of Bursa, one of Turkey’s culturally rich cities, and to investigate the contributions of these activities to the field of cultural heritage. Bursa’s history as the former capital of the Ottoman Empire and its role as a host to  various cultures have resulted in a multi-layered historical fabric. In this respect, the study area can be considered to have a high level of representativeness. The study will examine both the approaches of local administrations to cultural heritage and the institutional capacity of Bursa Metropolitan Municipality in terms of sustainable preservation policies. Accordingly, existing practices and activities related to the protection and promotion of cultural heritage will be coded and analyzed using the qualitative analysis software MAXQDA. The study aims to evaluate whether the metropolitan municipality’s activities are sufficient in preserving cultural values, identify the challenges and opportunities encountered, and develop recommendations based on the findings.
