Güncel kamu politikası literatüründe üzerinde en sık durulan konulardan
birisi politika yapımının nasıl olacağı ve sürece katılan aktörlerin kimler
olacağıdır. Bu aşamada söz konusu güvenlik ve dış politika olduğunda konunun
daha bilimsel ve teknik bilgiye sahip tecrübeli kişilerin eliyle yürütülmesi
elzemdir. Böylesi bir gereklilikten hareketle bu çalışmanın amacı siyasi
hayatımızda yeni bir kurum olan Cumhurbaşkanlığı Güvenlik ve Dış Politikalar
Kurulu ile ABD’deki Ulusal Güvenlik Konseyi’ni kamu politikaları bağlamında
karşılaştırmalı olarak ele almaktır. Özellikle İkinci Dünya Savaşı sonrasında
kurulan ve Soğuk Savaş sırasında ve sonrasında faaliyetlerine devam eden Ulusal
Güvenlik Konseyi hem dış politikada gösterdiği performans ile hem de bu alanda
kurulmuş ilk kurum olması nedeniyle birçok ülkeye örnek teşkil etmektedir. Ayrıca
Cumhurbaşkanlığı Güvenlik ve Dış Politikalar Kurulu’nun hem yeni kurulmuş
olması hem de 2018 yılında faaliyete geçen yeni hükümet sistemiyle birlikte ele
alındığında yeni hükümet sistemiyle nasıl işleyeceği ve son olarak tüm dünyaya
bu konuda örnek teşkil eden ABD’deki Ulusal Güvenlik Konseyi’nden farklarının
ne olduğu irdelenecektir.
One of the most
frequently emphasized issues in the current public policy literature is how
policy making will take place and who will be the actors involved in the
process. At this stage, when it comes to security and foreign policy, it is
essential that it is carried out by experienced people with more scientific and
technical knowledge. Based on such a necessity, the aim of this study is to
make a comparative analysis of the Presidential Security and Foreign Policy
Council, a new institution in our political life, and the National Security
Council in the USA in the context of public policies. The National Security
Council, which was established after the Second World War and continued its
activities during and after the Cold War, sets an example for many countries
both for its performance in foreign policy and for being the first institution
established in this field. In addition, it will be examined how the
Presidential Security and Foreign Policies Council will function under the new
government system, both because it was recently established and the new
government system became operational in 2018, and finally, how it differs from
the National Security Council in the USA, which sets an example to the whole
world in this regard.
