Küresel ısınma ve iklim değişikliği kaynaklı sorunlar 21. yüzyılda her geçen gün artan bir sıklıkla gündemde yer almaktadır.
Özellikle sera gazlarının emisyonunu azaltmaya odaklanan iklim değişikliğiyle mücadele pratikleri, 1970’lerde başlayan
uluslararası toplantılar ile tüm insanlığın ortak bir mücadele başlığı hâline gelmiştir. 1980 sonrası süreç hızlanmış ve
1990’larda ortak küresel eylem planlarına dair girişimler sürece hâkim olmuştur. Bunun yanı sıra 1980 sonrası iktisadî
paradigmada gerçekleşen değişimlerle birlikte kamu yönetimi anlayışında da bir vizyon değişimi ortaya çıkmış, merkezî
yönetimin yanında yerel yönetimlere ve özel sektöre verilen önem artmıştır. Dolayısıyla çeşitli ülkelerde iklim değişikliği ile
mücadele konusunda yerel yönetimlerin ve özel sektörün sürece etkisi ve konu dahilindeki sorumluluğu günbegün
artmaktadır. Zira bu iktisadî değişim aynı zamanda merkezî yönetimin kâr eden işlevlerini özel sektöre devretmesi ile
sonuçlandığından, merkezin malî kaynakları da sınırlı hâle gelmektedir. Dolayısıyla yerel yönetimler ve özel sektör, merkezî
yönetimin planlaması altında da olsa yerel veya bölgesel çözümlerle sorumluluk üstlenme konusunda teşvik edilmelidir. Bu
çalışmanın amacı bir teknoloji şirketi olan Google’ın iklim değişikliği ile mücadele bağlamındaki katkılarını incelemek ve
bu katkılar çerçevesinde Türkiye’ye merkezî yönetimin, yerel yönetimlerin ve özel sektörün iklim değişikliğiyle mücadele
etme konusunda üçlü bir işbirliğini hayata geçirebilmesine fırsat tanıyan bir hukuksal ve yönetimsel altyapı önerebilmektir.
Problems arising from global warming and climate change are on the agenda gradually increasing in the 21st century. The
practices of combating climate change, which especially focuses on reducing the emission of greenhouse gases, have become
a common topic of the struggle for all humanity with the international meetings that started in the 1970s. The post-1980
process accelerated and initiatives on common global action plans dominated the process in the 1990s. In addition, with
the changes in the economic paradigm after the 1980s, a vision change has emerged in the understanding of public
administration, and the importance given to local governments and the private sector has increased along with the central
government. Therefore, the impact and responsibility of local governments and the private sector on the process of
combating climate change in various countries are increasing day by day. Since this economic change also results in the
transfer of the profit-making functions of the central government to the private sector, the financial resources of the center
become limited. Therefore, local governments and the private sector should be encouraged to take responsibility for local
or regional solutions, at least under the planning of the central government. This study aims to examine the contributions
of Google, a technology company, in the context of combating climate change and to propose a legal and administrative
infrastructure that allows Turkey to realize tripartite cooperation with the central government, local governments, and
the private sector in combating climate change.
