Özet

Ülkemizde toplu taşıma hizmetlerinde yerel yönetimler uygulama, denetim ve hizmet sunumu süreçlerinde sorumluluk almaktadır. Toplu taşıma hizmetlerinin sadece kamu eliyle sunulduğu şehirler mevcut iken kamu ve özel işletmecilerin birlikte çalıştığı toplu taşıma sistemleri de bulunmaktadır. Yerel idarelerden aldıkları yetki doğrultusunda özel toplu taşıma işletmecileri; minibüs, dolmuş, özel halk otobüsü ve özel toplu taşıma araçları ile toplu taşıma hizmeti sunmaya başlamışlardır. Bu çalışmada, toplu taşıma hizmetlerinde kullanılan işletme modelleri incelenerek Ankara ili için alternatif bir kiralama modeli önerisi getirilmiş ve yerel idarelerin kentsel toplu taşıma hizmetlerine ayırdıkları kaynakların daha etkin ve verimli şekilde kullanılmasını sağlamak amaçlanmıştır. EGO Genel Müdürlüğü'nden temin edilen 2023 yılı verileri analiz edilerek, önerilen kiralama modelinin EGO Genel Müdürlüğü bütçesi üzerindeki muhtemel etkilerine nicel analizlerle yer verilmiştir. Önerilen modelde, gelir riski kamu idaresi tarafından üstlenildiğinden özel işletmeciler sundukları hizmetin niteliğini iyileştirebilecektir. Ayrıca farklı hatlarda çalışan özel işletmeciler arasında meydana gelen gelir adaletsizliği de giderilmiş olacaktır. Böylece daha düzenli, sürdürülebilir ve yönetilebilir bir toplu taşıma hizmeti sağlanabilecektir.
In our country, local governments are responsible for the implementation, supervision and service delivery processes in public transportation services. While there are cities where public transportation services are provided solely by the public sector, there are also public transportation systems where public and private operators work together. Private public transportation operators, acting under the authority granted to them by local governments, have begun providing public transportation services using minibuses, shared taxis, private public buses, and other private public transportation vehicles. This study examines the operating models used in public transportation services and proposes an alternative leasing model for the province of Ankara. The aim is to ensure that local authorities use the resources allocated to urban public transportation services more effectively and efficiently. Data obtained from the EGO General Directorate for 2023 was analyzed and quantitative analyses were used to assess the potential impact of the proposed leasing model on the EGO General Directorate budget. In the proposed model, private operators will be able to improve the quality of the services they provide, as the income risk is borne by the public administration. In addition, income inequality among private operators working on different lines will also be eliminated. This will enable a more regular, sustainable and manageable public transportation service to be provided.
