Yerel yönetimlerde sürdürülebilir kalkınma sorununa eğilen Yerel Gündem 21, 1997 yılında Türkiye’de kent konseylerinin kurulmasıyla kendini göstermeye başlamıştır. Yerel yönetimlerde katılım, yönetişim ve demokratikleşme gibi pek çok alanda etkili olan kent konseyleri, kuruldukları tarihten bu yana artan sayılarıyla ve 2005 yılında kabul edilen Belediye Kanununda edindikleri yer ile önem arz etmeye başlamıştır. Yerel yönetimlere yönelik gelişmeler sağlayan bu oluşumun yerelleşme ile dolaylı olarak da mali yerelleşme ile de ilişkisi bulunduğu söylenebilir. Bu çalışmanın amacı Türkiye’de son 10 yılda kent konseyleri sayısındaki artışa paralel olarak mali yerelleşme düzeyinde meydana gelen gelişmeleri gözler önüne sermektir.
Focusing on sustainable development issues in local government, Local Agent 21 began to show itself in 1997 with the establishment of city councils in Turkey. The city councils, which are effective in many areas such as participation, governance and democratization in local administrations, have started to be important with their increasing numbers since the date they were established and the place they acquired in the Law on Municipalities numbered 5393 which was adopted in 2005. It is a fact that this formation, which provides developments for local governments, directly contributed to the localization process. The process of decentralization are handled in term of political, administrative and fiscal aspects. This study focuses on fiscal decentralization. This study aims to show the developments on the level of fiscal decentralization that have occurred in Turkey in parallel with the increase in the number of city councils in the country in the last 10 years.
