Ülkelerin lojistik performansını etkileyen ekonomik ve sosyal göstergeler birçok yazar tarafından incelenmiş ve
tartışılmıştır. Küreselleşme, tüketicilerin e-ticaret üzerinden alışveriş talebinin artması, rekabet artışı, müşteri
memnuniyeti, gelişen teknolojiler, pandemi, maliyetler ve zaman kriteri Lojistik Performansının uluslararası ticaret
üzerindeki önemini artırmıştır. Bu çalışmada, Türkiye’de Lojistik Performans Endeks (LPI) puanı ve LPI
etkileyen alt bileşenler incelenecektir. Türkiye’nin LPI incelendiğinde sahip olduğu en düşük alt bileşenin, gümrük
değişkeninin olduğu görülmektedir. Ülkelerin gümrükleme sürecinin etkinliği hesaplanırken, gümrüklerde
araçların bekleme süresi, gümrük belge ve otomasyon süreleri, gümrük alt yapı sistemlerinin yeterliliği
incelenmektedir. Çalışmanın son bölümde ise endeks puanının yükseltilebilmesi için Türkiye’de uygulanan
yöntemler üzerinde durulacaktır. LPI hesaplamalarında yer alan gümrük değişkeninin LPI’da yer alan puanının
yükseltilebilmesi (gümrük işlemlerinin daha hızlı ve etkin yapılabilmesi) amacıyla T.C. Gümrük ve Ticaret
Bakanlığı 21 Şubat 2020 yılında üç yeni uygulama gerçekleştirmiştir. Bu uygulamalar İzinli Gönderici, İhracatta
Yerinde Gümrükleme ve Yetkilendirilmiş Yükümlü Statüsüdür. Bu üç uygulamanın içeriği çalışmada
açıklanacaktır.

The economic and social indicators that affect the logistics performance of the countries have been examined and
discussed by many authors. Globalization, the increase in consumers' demand for shopping via e-commerce,
increased competition, customer satisfaction, developing technology pandemic, costs and time criteria have
increased the importance of Logistics Performance on international trade. In this study, the Logistics Performance
Index (LPI) score and the sub-components affecting LPI in Turkey will be examined. When Turkey's LPI is
examined, it is seen that the lowest sub-component it has is the customs variable. While calculating the efficiency
of the customs clearance process of the countries, the waiting time of the vehicles at the customs, the customs
document and automation times, the adequacy of the customs infrastructure systems are examined. In the last part
of the study, the methods applied in Turkey to increase the index score will be discussed. In order to increase the
score of the customs variable included in the LPI calculations in the LPI (faster and more efficient customs
operations), T.C. The Ministry of Customs and Trade carried out three new applications on February 21, 2020.
These applications are Permitted Shipper, On-Site Customs Clearance in Export and Authorized Obligatory Status.
The content of these three applications will be explained in the study.
