Ombudsmanlık sisteminin göstermiş olduğu başarı, yerel yönetim ombudsmanlığı gibi alt türlerin oluşturulmasına zemin hazırlamıştır. Sadece yerel yönetim kaynaklı şikâyetleri inceleyen yerel yönetim ombudsmanlığı da gittikçe yayılmaktadır. Türkiye’de yerel yönetimlerin denetiminde yaşanan sorunlar düşünüldüğünde yerel yönetim ombudsmanlığının fayda sağlayacağı söylenebilir. Çalışmanın amacı yerel yönetim ombudsmanlığının Türkiye’ye sağlayacağı katkıları ortaya koymak ve kurulacak bir yerel yönetim ombudsmanlığı için model önerisi getirmektir. Betimsel analiz yöntemiyle gerçekleştirilen çalışmada ayrıca tarihsel yöntemden de yararlanılmıştır.
The fact that existing control methods are inadequate against the conditions of the time has brought alternative control methods to the agenda. Ombudsman audit, which is the most popular alternative method, is widely spread today. The success of the ombudsman system has led to the creation of subtypes such as local government ombudsman. Local government ombudsmanship, which only examines complaints from local governments, is also becoming more widespread. Considering the problems in the control of local governments in Turkey, it can be said that local government ombudsman will be beneficial. The aim of the study is to reveal the contributions of the local government ombudsman to Turkey and to propose a model for a local government ombudsman to be established. In the study carried out with the descriptive analysis method, the historical method was also used.
