Paris MOU Kapsamında Denetlenen Gemilerin Betimsel Analizi

Özet

Dünya ticaretine yön veren taşıma modlarından biri olan denizyolu taşımacılığı emniyet, güvenlik ve çevre kavramlarının ön planda olduğu bir taşıma modelidir. Denizcilik sektöründeki ulusal ve uluslararası birçok kurum ilgili kavramları amaçları arasına almıştır. Bu amaçlara uygun kural ve denetimlerle de denizcilik sektörüne yön vermektedirler. Bu denetimlerden biri olan Paris MoU kapsamında gerçekleştirilen denetimler her yıl rapor olarak sunulmaktadır. Bu çalışmada ilgili raporların 2015-2021 yılları arasındaki verileri ve 2017-2021 yılları arasındaki THETIS veri tabanındaki veriler kullanılarak betimsel istatistik yöntemi ile analizler gerçekleştirilmiştir. Paris MoU kapsamında gerçekleştirilen denetimlerde belirtilen yıllar arasında Panama bayraklı gemiler en çok denetime tabi tutulan gemiler olmuştur. Bu yıllarda denetime tabi tutulan gemi tiplerinde en çok denetim geçirenler “general cargo/multipurpose” olurken “bulk carrier” ikinci sırada yer almıştır. Denetimlerde gemilerdeki eksikliklerden en sık karşılaşılanı ana kod olarak “fire safety” olurken alt başlıklardan en çok karşılaşılanı “ISM” (International Safety Management) alt kodu olmuştur.
One of the transportation modes that shape world trade is maritime transportation. In this transport model, the concepts of safety, security and environment are in the foreground. Many national and international institutions in the maritime sector have included relevant concepts. They also direct the maritime sector with the rules and inspections in accordance with these purposes. One of these inspections, the inspections carried out within the scope of Paris Mou are presented as a report every year. In this study, analyzes were performed with descriptive statistics method by using the data of the related reports between 2015-2021 and the data in the THETIS database between 2017-2021. Among the years mentioned in the inspections carried out within the scope of Paris MU, Panama flag ships were the most inspected ships. In these years, the most inspected in the type of ship types were “general cargo/multipurpose”, while “bulk carrier” ranked second. In the inspections, the most common one of the deficiencies in the ships was “fire safety” as the main code, while the most encountered from the subtitles was the “ISM” sub -code.
