Mehmet Ali İçbay, Çanakkale Onsekiz Mart Üniversitesi, Eğitim Bilimleri Bölümü, Hayat Boyu Öğrenme ve Yetişkin Eğitimi Anabilim Dalı'nda doçent olarak çalışmaktadır. Lisansını Orta Doğu Teknik Üniversitesi, Yabancı Diller Eğitimi'nde ve lisansüstü eğtimini yine Orta Doğu Teknik Üniversitesi, Eğitim Bilimleri Bölümü'nde tamamlamıştır. Southern Illinois University School of Medicine (Springfield, İllinois, ABD), Royal College of Surgeons in Ireland (Dublin) ve The Ohio State University (Columbus, Ohio, ABD) doktora sonrası araştırmalarda bulunmuştur.
